Sustainable Development in Smart and Resilient Local Government Areas: An Empirical Investigation of Victoria, Australia

Experts always seek for improving the development and management of multidimensional urban systems, including those sustainability, smartness, resiliency. These dimensions are main keywords in related research to model predict better regional areas; there overlapped concepts, common attributes, parallel processes existing indices designed each keywords, which might not be an ideal option status quo. Therefore, is a need find balance between these concepts/indices identify integrated strategy that addresses smart, resilient, sustainable demands. For this purpose, first all, attributes themes used develop collected from recent literature. Secondly, semantic text mining technique discover commonly among ones. Thirdly, Principal Component Analysis (PCA) investigate correlation selected reduce or merge similar attributes. Fourthly, after collecting data normalizing calculated scores LGA, k-means clustering method LGAs with behaviour. And finally, developed index implemented Victoria, Australia as case study includes 79 local government areas. Evaluation results (comparing two studies) indicated success proposed bringing resiliency sustainability under united comprehensive index.
